virtually the entire resources of the ATF.

44.

Other Peacekeeping Operations. It is possible that the UK

may be obliged to mount a military intervention in an attempt to

restore law and order in Rhodesia. For the moment Ministers ere

not contemplating unilateral military intervention (18) or any

attempt to restore law and order throughout the country

But it

would be politically impossible for the UK to ignore a steadily

deterioriating situation in which British passport holders

were at risk and which was beyond the scope of a Protected

Evacuation Operation.

45.

Evacuations. There is a high risk of Protected or Assisted

Evacuations being required from Rhodesia, Lebanon, Zamibia, Zaire,

Uganda, Jamaica and Guyana. A lesser risk applies to /21/ other

countries. The entire ATF and a protection force built around a

battalion group are required to mount a protected operation to

evacuate a community of 2000 people to a safe haven.

46. Other potential commitments.

Rapid response may be required

to a developing IS emergency in the Carribean; deterrent deployments

may be required in the S Atlantic, and additional ships, aircraft and

ground forces may be required for CENTO exercises, and resources may

be required for protection of shipping and for provision of increased

military aid to the third world. These, however are assesood as

unlikely to pose problems of the same magnitude as the other

potential commitments.
