You will have realised from FCO telegram No 887 that the draft Order in Council enclosed with Rushford's letter to Hobley of 21 November resulted from discussions between the two lawyers in which we and Far Eastern Department were not involved. I did, however, consult Tony Rushford before sending FCO telegram No 887 and he agreed generally with the comments in paragraph 3. He has now prepared the enclosed revised version of the draft which takes account of those comments.
