They include social security but do not make any reference to the trade unions. The latter is partly because Professor Turner has been so discouraging about them (not surprisingly because of the local history of trade unionism which has made it so idiosyncratic), and partly because the most effective industrial unions (and about 80% of them) are communist-controlled and it is no part of our policy to encourage them as such. I do trust that after the immense amount of work we have put into these plans, and after Lord Goronwy-Roberts' approval of them, an attempt will not now be made to pull them up and examine their roots again in the context of this paper. It would make no sense either in terms of what is locally feasible, or of preparing the ground for an approach to China on leases.
