HONG KONG : CROWN LEASES IN THE LEASED TERRITORIES
You kindly gave me the benefit of your advice on these matters over the telephone yesterday. This morning I attended a meeting with the Governor to discuss them and in the course of my advice mentioned your helpful suggestions.
After the meeting I prepared a note summarizing my advice, and have suggested that a copy should be sent to Hong Kong.
In case it is of any interest to you, I enclose a copy of this note. Should you find time to glance through it, I should welcome any comment you may care to make, particularly on the idea of creating the power to grant perpetual leases by legislation.
