HONG KONG: CROWN LEASES IN THE LEASED TERRITORIES

As agreed at Mr Murray's meeting this morning with the Governor, which you, Mr Samuel, Mr Thompson, Mr Bray and I attended, I now attach a note summarizing the advice I gave, which could if you wish form an enclosure to your reply to Sir Denys Roberts' letter of 6 July.

2. Before the meeting I had consulted Mr R B Gardner, the Principal Assistant Solicitor in charge of the Conveyancing Division of the Treasury Solicitor's Department, and since my advice incorporated some helpful suggestions he made, I have sent him a copy of my note under cover of the short letter attached in case he has any comments.
