Enclosed are three copies of our amended version of the 2nd draft TI on "Depiction of Hong Kong International Boundary" sent to us under cover reference A.
2. The amendments do not change the substance of the TI but do bring it into line with other current TIs and practices.

. a. Para 1 We do not publish maps as that implies that they are
available to the public.

Para 5 This was discussed with Marsden and accords with the original intention.
c.
Para 9 As it stood this paragraph was negative. A TI needs to be positive.
d. Para 10 - We would have preferred a more positive approach to para 10 but this can await until a situation develops before pursuing it further.
e. Para 12 We have merely expanded the appropriate sections of TI 204.
The amendments have been discussed with Roger Marsden who does not think that they in any way change the substance of your draft.

As we have made changes we consider that the best way of passing it to the FCO, London is through the Political Adviser - Hong Kong. We would appreciate a copy of his covering letter so that we can then speak directly to the FCO should it prove necessary.
