The future of Hong Kong

1. I have seen your minute of 13 July to Mr Stagg expressing reservations about your attendance at the meeting with 'the Governor to discuss his private paper on when and how we should tackle the question of Hong Kong's future.

2. I fully take your point that it would be unreasonable to expect you to give an off-the-cuff opinion at the meeting. However, we have now received the Governor's thoughts (copy attached) and it would be extremely useful to have your views before the meeting takes place. In the circumstances, would it now be possible for you to attend the meeting to expand, or explain if necessary, your opinion to the Governor at first hand rather than through a layman.
