These visits have been developed in response to interests expressed by the trainees and adapted in the light of experience. One area, which in my view, has not been sufficiently emphasised in the past, is the role of the F.C.O. and your department in particular in respect to Hong Kong. I believe that last year's course did not even visit the department as a result of a change of plan.
The purpose of this letter is to seek your assistance in organising a rather longer visit to F.C.O. than was allowed for in the past and to propose that this should take place as soon as possible after the end of the course at the R.I.P.A.
(December 15th).
