MR STAGG'S QUESTIONS RELATING TO FOLISH CONSULAR REPRESENTATION IN HONG KONG
i)
ii)
iii)
No, the Polish Consul-General is not the only one whose jurisdiction includes Hong Kong. The jurisdiction of the Finnish Consul in London comprises "The United Kingdom and Northern Ireland and its overseas dependencies, and the Isle of Man, the Bailiwicks of Guernsey and Jersey"
As far as we are concerned there is no reason why appointments should be published in the Hong Kong Government Gazette, but I should have thought this was a question for Hong Kong to decide. We gazette those appoint- ments which receive The Queen's Exequatur.
We are embarking on a campaign to get jurisdiction of newly-appointed Superintending Consular Officers (whether in London or the provinces) delimited as and when new appointments are notified to us. The district is then recorded in the letter covering The Queen's Exequatur. As regards Czechoslovakia no official notification of the 3rd Secretary Consular Affairs' appointment at their London Embassy has been made to us beyond, presumably, a Form TX 9. Therefore no specific district has been delimited and Hong Kong does not come into question.
The consular representation in the other Eastern European Embassies is as follows:
Bulgaria
Czechoslovakia
German Democratic Republic Hungary
Romania
Soviet Union
Yugoslavia
