Departmental procedures should ensure that

applications to leave Hong Kong (CSR 468) and passage

applications (GF 28) are considered in the light of this

circular. Subject to the exceptions referred to in

paragraph 6, officers proceeding on overseas leave or

on overseas study courses and officers making official

visits abroad should be informed of the need to obtain

approval before visiting any of the countries or

territories listed in paragraph 1. Applications submitted

after departure from Hong Kong should be forwarded to

the Head of Department by airmail or telegram.

Quarterly reports giving details of:

visits which have been approved (excluding

those for whom specific approval is not

required under paragraph 6 above), and

visits to any of the countries listed in

paragraph 8(b) by the immediate family of

officers who are themselves not allowed

to make such visits, should be forwarded

to the Secretary for Security and the Director

of Special Branch, in the form illustrated

at Annex B. The first reports should be

submitted for the three month period ending

31. 3. 1979.
