Subject to the exceptions referred to in
paragraph 6, all officers should be regularly reminded
of the need to obtain specific approval for visits to any of the countries or territories listed in paragraph
1. All officers, without exception, should be
reminded of CSR468 which states that all officers are
prohibited from leaving Hong Kong without first obtaining
permission from the appropriate authority.
DEFINITION OF A VISIT
For the purpose of this circular, a visit to a
country or territory includes:-
(a)
(b)
any stop, however brief, e.g. a transit
stop at an airport, and
passage in any ship or aircraft operated
or owned by any of the countries or
territories referred to in para. 1 above.
AUTHORITY TO APPROVE PRIVATE VISITS TO SENSITIVE COUNTRIES

Subject to the exceptions referred to in
paragraph 6 below and to the restrictions set out in
paragraph 7 below, Heads of Departments, or the Secretary
for the Civil Service if the applicant is a Head of
Department, will be responsible for dealing with applications
to make private visits to the territories listed in
paragraph 1. Heads of Departments may delegate to an
officer not below the rank of Senior Executive Officer
(or equivalent), the authority to deal with applications
from officers below the rank of Senior Executive Officer
(or equivalent).
