I mentioned Lu's plans to come here to Tan Kan of NC NA yesterday. . Tan seemed avare that he was coming but not of his date of arrival. confirmed that Lu has only recently taken up his
He also agreed position but had no further details. that if Lu arrives on 30 September he will almost certainly attend the Chinese National Day reception that evening (on which you will have seen other telegrams).

We are not clear what rank Lu has in his present job, nor, indeed, whether he is Director of the China Travel and Tourism Bureau (in which case presumably of at least Vice-Ministerial rank) or the Head of China International Travel Service, which romes under the Bureau. Since the designation of the latter post is given as "General Manager" in the April 1978 “CIA "Directory of officials of the PRC" (p.50), it seems likely that Lu is Director of the Bureau.

No doubt Lu will have plenty to keep him busy for a month here: discussing how the hoverferry service vill work out, making local arrangements for the projected increase in tourism to China via llong Kung, followil.g up earlier visits by study groups to the local hotel industzy,

If Lu does come to the reception on 30 septembar, I expect NCNA will introduce him to the Governo. Otherwise I do not expect we will have anything else to do with him nor do any special courtesies com called for, However, if you have any further background points of which you think it would be useful for the Governor to be avare, grateful if you would send these by telegram by 29 September,
