VISIT TO HONG KONG BY DIRECTOR OF

CHINA TRAVEL SERVICE

We were interested to see from your telno Imma 257 of 13 September that we are about to have Lu Hsu-chang (4151, 4872, 4545), "Director of China Travel Service" (see also para 5 below, in Hong Kong for about a month.

As far as I know, this is the first we have known of this appointment. The US Consulate-General here tell me that the only post 1967 records which they have for Lu are :

15 January 1976 attended memorial meeting for

24 February 1978

Chou En-lai,

reported as a member of the

CPPCC (not on the Standing

Committee),

30 April 1978

attended a tea-party (People's

Daily report) to do with (7)

travel ve not had time to check).

The entry for Lu in Klein & Clark 1965 (copy enclosed - not to all for ease of reference: a work which is now coming into its own with the return of all Teng's Friends) is interesting. Lu is clearly a person of substance and in bilateral terms I was interested to see that his visit to London in March 1963 is said to be the first official visit by a CPG official of ministerial rank (Vice-Minister of Foreign Trade) to the
