I had asked NCNA to call to discuss various procedural points concerning the National Day reception on 30 September. However, I also took the opportunity to raise a number of other questions.
Chinese National Day Reception
1.
D of P and I went through the attached check list of protocol and procedural points with NCNA. None of these caused any problems. We made it clear that the 'suggested reply by HE was provisional in that Peking had not yet said which form of words they would prefer. Mr Pan said he expected, a reply very soon. In discussion, it was agreed that the wife of Deputy Director Chi Feng, together with an inter- preter, would meet Lady MacLehose on arrival and look after her during the reception. When HE enters the reception room he will be introduced to the No.2 Director and the Deputy Directors of NCNA. NCNA indicated that the heads of China Resources, the Bank of China and China Merchants Steam Navigation Company Limited would not be in a formal line-up but would be introduced to HE before the toast. Briefing will be provided for HE on the principal Chinese guests to whom he will be introduced.
2.
In making the toast, it was agreed that Mr Wang will say (in Mandarin) "The Queen" ("Nuwang bixia") and that this will not be translated. Similarly, HE will simply say "The Chairman" (unless the toast is to the People's Republic of China in which case I suppose it would probably be "China").
3.
•
I also told NCNA that a protective security team would check out the Convention Centre before the reception and guard the entrance. The contact is Mr Chris Boswell on 5-284284 Ext. 546.
