Mr Allen's minute of 18 September undertook that FED would co-ordinate briefing on a number of aspects of Anglo-Chinese bilateral relations. After consultation with the Private Office we have decided to present the brief in the form of a consolidated series of points to make on each of the topics, supported by separate back- ground notes. I attach a first draft of the consolidated points to make. We have not yet decided in what order the items should be raised but I should nonetheless be grateful for comments on the draft as it stands. I am also sending to appropriate addressees, copies of the draft background notes which are already available in draft. A number of drafts will be written and will be circulated separately as soon as they become available.

I should be grateful for comments, if at all possible during 29 September, and at the latest by 6 pm on 2 October.
