With the increased Chinese efforts to maximise their use of Hong Kong we have been coming under pressure to provide more and more "special facilities". This is particularly true of real estate where the market is both tight and very expensive.

2.

To deal with this problem the Government has put together the attached guidelines which, when finalised, will be distributed in strict confidence to heads of the relevant departments.

The Governor wishes to clear the general lines of this policy with Executive Council. Before doing so we would be grateful to have comments from you and Peking. Could you please give us your reactions by telegram before the end of next week (i.e. by 3 November).
