Canton Road is generally considered to be suitable for a terminal from a traffic point of view. Moreover it is probable that a satisfactory terminal could be established on land released by the Hong Kong and Kowloon Wharf and Godown Company Limited together with Kowloon Fublic Pier No 54. However the Land Development Policy Committee has recommended that, because:

passenger traffic has shown a decrease during the ftret half of 1975 compared to 1974;
the operating costs both to Government and the
operating companies would be considerably increased by the establishment of a seconá
terminal, without the prospect of a commensurate increase in passengers and revenue;
(c)
from a Marine point of view the existing Macau Wharf is very much better; and
(4)
it is necessary to expand the capacity of the Macau Terminal as a matter of urgency,
only one terminal should be established for the present time capable of handling 10 million passengers per year Initially with the capability of being extended to handie 15 million passengers.
The Shun Tak Enterprises Corporation Limited Scheme

The original proposal submitted by the Shun Tak Enter- prises Corporation Limited envisaged the construction of a new ferry terminal, including the construction of berths and operating accommo - dation for Government departments together with substantial tower blocks of office accommodation rising above it. A sketch of a suggested Jayout is shown at the Annex. The Director of Public Works has however advised that the traffic problems in this area are likely to be critical in the future, and that the office development on this site should accordingly be restricted to the minimum necessary to "pay" for the construction of the terminal. Bearing in mind the commercial facilities such as shops and restaurants, which might appropriately be included in a terminal, and on the basis of a schedule of accommo» dation for the terminal already prepared by the Director of Marine, the Director of Lande and Survey believes that the construction costE could be "paid" for by a relatively low-rise development.
The company has demonstrated that it is possible by careful staging of the development to maintain a satisfactory operation of the terminal during sil stages of construction.
