In examining the company'e proposal the Land Developm Policy Committee considered the possibility of proceeding by way of open tender, but concluded that this would not be practicable for the following reasons!

bearing in mind that it is necessary to keep the office development to a minimum, it would be extremely hard to draw up a suitable tender document:

because it is necessary for the operation of the services to be maintained during the period of construction, careful staging of the Construction wül be necessary, and the involvement of an operating company will mean that greater care will be taken to avoid inconvenience or discomfort to the passenger; and

it was not considered that any other developers would be interested in the project, although the Shun Tak Shipping Company hae declared in willingness to form a new company for the project and invite participation by the other licensed opera- tor and others.

It is accordingly recommended that formal negotiations Anould be entered into with Shun Tok Flaterprisea Corporation Limited or a new company to be formed by this company to construct a new Macau Farcy and hydrofoil terminal including marine berths and operating offices for units of Port Health, Marine, Commerce and Industry and Immigration Departments at the Macau Wharf on the basis that the cost of construction should be paid for by permission to build coronercial and office accommodation, the land element in the value of which would equate to the construction costs of the Govern- ment facilities.

Honourable plombers will be asked to advise whether negotiations on the lines recommended at paragraph 11 should be pursued.
