1. As you will see from his manuscript minute below the Secretary of State has sent a shortened version of the draft minute to the Prime Minister, but not the minute to the Chancellor of the Exchequer. The Secretary of State has commented as follows:

"It has become a national disease that we always

respond or nearly always, to a new task by asking more and more money and more resources. I have no doubt we should put in a greater effort in China. have equally no doubt it should come out of existing resources by redeployment so I will not write to the Chancellor. The letter to the Prime Minister is too long and I've tried to cut it".
