I.

1. There have recently been an increasing number of signs

that the People's Republic of China continues to be

interested in the maintenance of the status quo in

Hongkong. In a secret speech by Foreign Minister Huang Hua to senior Foreign Affairs Ministry officials

on 30 July 1977 and the contents of which became known

in Hongkong at the beginning of October, he is reported to have said the following:

2. Party Chairman Hua Kuo-feng and Vice-Prime Minister

Teng Hsiao-ping had given instructions that the status quo in Hongkong and Macao was to remain unchanged for the next ten to 20 years. In both territories, the

struggle between right and left was particularly acute. The Soviet revisionists had to be sharply watched

and prevented from gaining a foothold there. In the next few months, Hongkong and Macao would play a very significant role in China's efforts to expand her

trade and to procure foreign technology and equipment. Politically speaking, the importance of Hongkong and

Macao was even greater. Both territories were a bridge towards world revolution. In and through Hongkong, China could do many things which could not be done in Peking.

3. In the following months, there were a number of

indications from the Chinese side which appear to show that the statements ascribed to Huang Hua are

correct:
