To increase the clinical staff at Queen Mary Hospital to review the long term staffing requirements, and to examine whether the integration system proposed for the Sha Tin Hospital could be adapted for use at Queen Mary Hospital.

To amend the existing logislation to allow:

(a) continued automatic

acceptance of United Kingdom qualifications and other qualifications from countries which recognise Hong Kong qualification; and

(b) discretion to admit any

Hong Kong belonger whose qualifications do not fall within (a).

(d) a special course would be organised for

existing opticians who could not take advantage of the part-time course because of age or other reasons.

20 additional Medical Officers were posted to the Queen Mary Hospital by the Director of Medical and Health Services in July 1978 as an immediate short-term measure to strengthen the staffing of the service element. It was previously agreed to convene a working party with Government and Hong Kong University represent tives, including Secretary, University and Polytechnic Grants Committee, to examine the long-term staffing requirement and the future organisational structure at the Queen Mary Hospital. Two meetings have since been held between Secretariat and Medical & Health Department representatives to clarify Government's position before preparing a Paper for the Working Party. It has been confirmed

that the University of Hong Kong accept the principle of a partnership system but not the detailed application as at Sha Tin Hospital.

Consultations are continuing with the Director of Medical and Health Services and the Medical Council on the categories of medical practitioners draft a Bill. who should be accorded automatic or discretionary recognition by the Council. It is also proposed

to take this opportunity to resolve a question of vires in the existing legislation as raised by the Law Draftsman, to rovise the fees charged for various certificates, and to tidy up minor points of definition.
