Purpose
To review comprehen- sively existing social security provisions and propose ways in which these could be expanded to meet the known needs of vulnerable groups in the community.
To prepare a programme plan on services for the elderly, and to publish a Green Paper for public
comments.
To prepare a programme plan on the provision of personal social work services to young people identified to be at risk so as to prevent anti- social or delinquent behaviour, and to publish a Green Paper for public comments.
Progress made and present position
A Green Paper on social security development was published on 14th November 1977. A meeting was held on 2nd February 1978 between representatives of the Social Services Branch, Social Welfare Department and Finance Branch to finalise the proposals due for implementation in April 1978 in the light of comments from the public, the voluntary sector and the Social Welfare Advisory Committee. The Executive Council approved these proposals and the Finance Committee accepted the financial implications involved on 15th March 1978. Public comments on the proposals due for implementation after April 1978 are being collated by the Branch.
A Green Paper was published on 11th November 1977. As many public comments were received in late February the original deadline of 15th February 1978 was extended. The Working Group on the Elderly will reconvene on 4th May 1978 to examine these comments.
The public generally support the expansion of personal social work services as proposed in the Green Paper, with a call for the further improvement of staffing ratios for the various services. The Social Welfare Advisory Committee has endorsed the proposals in the Green Paper. An ad hoc group has been established by the unofficial members of the Executive and Legislative Councils to consider the Green

To monitor implementation of the April 1978 proposals To finalise the post April 1978 proposals in the light of comments from the public voluntary sector and the advice of the Social Welfare Advisory Committee, and to seek the Executive Council approval for their
implementation. To continu discussions on the proposed voluntary contributory sickness, injury and death benefit scheme.
