The Quarterly Progress Reports originated in 1976 in order to facilitate the monitoring of the Hong Kong Planning Paper. The reports, which are submitted by all the relevant Government Departments in Hong Kong, tabulate the department's progress or otherwise in Hong Kong's development plans, as set out in the Planning Paper. They are normally sent to us in February, May, August and November, and this department submits on the main points of interest to Lord Garonwy-Roberts.
