On her return from London, on the 21st January

1978, Mrs. Cheung is reported to have said that before she

announces her next move she will report to and consult with

her SAT Association Committee. Mrs. Cheung's and Miss So's

arrival was greeted by between 10 and 20 colleagues, a small

number in relation to the size of the Class, all of whom were

affected by equal pay and about 90% of whom live on bus

routes within 5 miles of the airport. During the period

under review the SAT Association Committee has not asked for

further meetings with the Official Side. All officers in

all Secretarial grades are working normally.

Consequent upon the Governor's acceptance of the

conclusions of the Committee of Inquiry, which found that

the new structure approved by Finance Committee for the

professional support grades in the Public Works Department

w.e.f. 1st August 1977 was satisfactory and that the new

pay rates were broadly fair, the Director of Public Works

discussed the Committee's report with the major staff

associations concerned on 1st November.

7.

As a result, some 300 Land and Engineering

Surveying Assistants in the Public Works Department, who

had received full pay but had done no work at all throughout

the previous quarter, called off their industrial action and

resumed normal working on 17th November.

8.

The implementation of the new structure in the

Public Works Department is nearing completion.
