The present Departmental Consultative Council's system

Cedure within each Department, as well as a vehicle of general consultation on departmental matters. The rules should provide that there should be adequate representation of each grade within the Department so far as is consistent with keeping the Council within a viable size, and that representation might be either by nomination by trade unions election by employees, or a mixture of these methods appropriate in the individual Departmental case. Each Departmental Council's Constitution should be subject to approval by the Chairman of the Tribunal (or his Deputy).
It would be an advantage in this connection, in the larges Departments at least, if there were joint consultative committees at a lower level say, for large branches or major and distinct operational grades. In which case, representation and grievance procedure might run from the committees to the D.C.C.- but subject to the Tribunal Chairman's approval, again.
The Tribunal
The Tribunal should ultimately decide all questions relating to the membership of the Councils referred above, whether general or departmental, including approval of the manner of appointment of employee representatives... For instance in the case of a new joint council formmanual public servants, it might approve that these' should be partly nominees from the employee sides of appropriate Departmental Councils/- and/or partly by election from appropriate public service grades. It should also`rule in what proportions these should be. Similarly, in the case of each, Departmental Council, it should have <the- powe ta rul to what extent it should be composed of ciation nominees or of directly elected representatives.

This implies that any claim for recognition by a Civil Service association should be referred to the Tribunal which should decide whether such recognition should relate to a general council or to a Departmental Council (or Councils) alone, and on the form. it should take..
