Further to my letter of 2nd December (acknowledging your query arising from the Willoughby Committee's recommendation on Civil Service-conciliation procedure); subject to the reservation in the last paragraph of that letter; subject, additionally, to... your taking the argument as given (if not obvious); and subject, finally, to the proviso that I would not guarantee to say, exactly the same thing in my final draft! my provisional views on appropriate machinery may be put as follows

There should be a standing Arbitration Tribunal for the Civil Service, part-time, consisting of an independent Chairman and Deputy Chairman (or, perhaps, t
two Deputies) plus two assessors one appointed by the Governor broadly having the confidence (but not representative) employing interests, the other ditto of employee interes
Government should state that it would normally accep the Tribunal awards, but would consider itself equally entitled to suggest (separately from any specific case) the general policy lines within which the Tribunal should make its decisions,
