Senior Civil Service Council

23.

Informal discussions are being held with the

Staff Side to consider the future of the Senior Civil

Service Council (SCSC) and its relationship with other

staff associations, in particular the recently established

Hong Kong Civil Servants General Union which is now

conducting a membership drive and which may claim to

represent MOD 1 officers service-wide. The Staff Side's

proposed amendments to the 1968 Agreement between the

Government and the three main staff associations will

be considered in the light of the results of these

discussions. To date, indications are that the Staff

Side would prefer a single central consultative council

embracing all civil servants.
