surveys and proposals.

15.

As a result of the Special Police Adviser's

Report on the Royal Hong Kong Police Force, a new Police

English Language Unit will be set up to meet the training

needs of police officers. It is anticipated that the

Unit will be operational by February 1979 and will cater

for about 200 officers at any one time.

PAY AND STRUCTURE DIVISION

16.

The Association of Government Architectural,

Cartographic, Engineering and Surveying Technicians

(AGACEST), inspired by feelings that its members have

received less favourable terms than other groups in PWD

on pay, responsibility supplement and promotion prospects,

have now threatened to work to rule. CSB has offered to

set up joint staff and management working groups to

re-examine organisation and structures and it is hoped

that this will defuse the situation.

17.

Social Welfare Officers in the Social Welfare

Department have petitioned and Welfare Assistants have

petitioned and demonstrated to lobby their cause for

higher pay and better promotion prospects. An outline

new staffing structure with emphasis on an equitable career

pattern is being developed and staff will be consulted

once the proposal is firm.
