Membership of the Legislative and Executive
Councils should command the confidence and
respect of the population, and assist in the
process of ensuring that Government policies
obtain the consent of the public and reflect
its needs and wishes. This requires members
to speak from a wide range of social background,
professional experience, and personal association,
and to be able and articulate people.

The Membership of these Councils must also be
compatible with continued confidence in Hong
Kong and elsewhere including Peking

considers a serious threat to their interests.
