Membership of the Legislative and Executive

Councils should command the confidence and

respect of the population, and assist in the

process of ensuring that Government policies

obtain the consent of the public and reflect

its needs and wishes. This requires members

to speak from a wide range of social background,

professional experience, and personal association,
