Advisory Boards. Maintain the Heung Yee Kuk

as the statutory adviser of Government on the

interests of the New Territories as a whole

(though the power and influence of the Kuk

will diminish as the District Advisory Boards

develop).

Progressively complete provision of village

lighting and mains water supplies.
