Shatin (500,000) and Tuen Mun (500,000).

and Sheung Shui/Fanling into self-contained
towns of 220,000, 95,000 and 170,000 inhabitants

Associate the inhabitants of the New Territories
with local administration through District
Advisory Boards. Maintain the Heung Yee Kuk
as the statutory adviser of Government on the
interests of the New Territories as a whole
(though the power and influence of the Kuk
will diminish as the District Advisory Boards
develop).
Progressively complete provision of village
lighting and mains water supplies.
