Unofficial member of EXCO since 1972 and LEGCO since 1968.
Senior member of LEGCO since 1974.
Born 1917. Widowed with three children.
Managing Director of Sonca Industries Limited; and Director
of China Light and Power, Inchcape (Far East) and Hong Kong Aircraft Engineering Company.
Chairman of the Hong Kong Polytechnic Council and member of the
unofficial members ICAC Complaints Committee.
The Governor has suggested that he be retired from LEGCO only since, with the retirement of Sir Y K Kan and Sir Sydney Gordon, Sir S Y Chung will become senior member of EXCO and it would not be desirable
to be senior member of both Councils at the same time.
Mrs KWAN Ko Siu-wah
Born 1925
Qualified social worker and General Secretary of the Young
Women's Christian Association. Chairman of the United Christian
Hospital and Governor of the Hong Kong Baptist College. Although she commands a wide following among voluntary welfare agencies, Mrs Siu-Wah's views tend to be shallow and not well researched. The Governor, who recommended her, describes her as having proved rather ineffective.
