McGovern, OBE, SJ, JP, provisionally and subject to Her Majesty's pleasure with effect from 1st October 1978 to be temporarily an Unofficial Member of the Executive Council during the absence from Hong Kong of the Honourable M. G. R. Sandberg, OBE, JP.

Fr. McGovern's previous appointment referred to in my despatch dated 22nd September 1978 to you is expected to expire on 30th September 1978.
