LI Fook-kow, CMG (1975)

Born 15 June 1922.

Married, with 4 children.

Educated at Massachusett Institute of Technology.

Joined Hong Kong Government Service in 1954 and served in the following departments: Education, Labour, Finance and Home Affairs, before appointment as Director of Social Welfare in 1972. Appointed Secretary for Home Affairs in June 1977.

One of the few Chinese in the uppermost ranks of the Hong Kong Civil Service. His reports have consistently stressed the value of his wide experience of Hong Kong and his shrewd assessment of public opinion. He has an attractive personality and is well- liked and respected by his colleagues for his tolerance and maturity. He has ability, flair and good judgement, but lacks drive and is not at his best in jobs with a high organizational content.
