I also agree that the Governor's proposal to merge the Home Affairs and New Territories branches of the Government Secretariat makes sense. With the growing development and urbanization of the New Territories it is becoming increasingly anachronistic to treat them as different from the rest of Hong Kong. Mr Akers-Jones seems a suitable choice to head the combined department: he has had good reports and the Governor has described him as a "thinker as well as an administrator".
