I also agree that the Governor's proposal to merge the Home Affairs and New Territories branches of the Government Secretariat makes sense. With the growing development and urbanization of the New Territories it is becoming increasingly anachronistic to treat them as different from the rest of Hong Kong. Mr Akers-Jones seems a suitable choice to head the combined department: he has had good reports and the Governor has described him as a "thinker as well as an administrator". The present proposal combines these two points rather neatly. 7. These appointments are in the Governor's own gift and do not therefore require our formal approval. But Sir M MacLehose has in this case chosen to invite comments before the die is cast and this is to be welcomed. You may want to send him a telegram on the lines of the attached draft.
