BERMUDIAN SOCIETY IS STILL DOMINATED BY THE WHITE MINORITY

13. The Report draws attention to the rapid progress made

since de-segregation in the early 1960's and notes that the

Bermuda Government's aim is that of "total integration". The

Report's recommendations will greatly help the achievement of

this objective.

14.

THE BLACK MAJORITY DO NOT HAVE EQUALITY OF ECONOMIC OPPORTUNITY

The Report shows that there is, as in most countries, a

variation in living standards between the income groups and its

proposals for overcoming this are deserving of the most serious

However the annual per capita income in Bermuda

consideration.

in 1976 was just under 7,000 US Dollars, Bermuda's unemployment

rate was about one and a half per cent and its level of inflation

was under five per cent.

THE ELECTORAL SYSTEM IS RACIALLY BIASED

15.

Although the electoral arrangements are in line with normal

British and Commonwealth practice, Bermuda's circumstances.

(e g small size and unusually large number of expatriates who

are qualified to vote) make it essential to achieve greater

precision in drawing up constituency boundaries and deciding

on the qualifications of those eligible to vote in elections.

The British Government consider these matters to be of great

importance.

THE RULING UNITED BERMUDA PARTY IS MULTI-RACIAL IN NAME ONLY

16. This allegation is wholly baseless. No one of course knows

individual voters' preferences at the last elections, bu!

must have been substantial black support for the UBP. The

Cabinet is racially balanced.
