exposed to a decision from which Home Secretaries have long since been relieved. It seems to me entirely right that so long as territories choose to remain dependencies of Britain, they should accept also British practice in a matter of this kind. So far as the West Indies is concerned, it would not be the first time that the British Parlia- ment has legislated, unilaterally, to effect a change in law in West Indian dependencies, which those dependencies were not willing, to effect themselves. The death penalty may not be so repugnant to some as slavery, but I do not believe practical objections should obscure the parallel.
