2. In your manuscript PS you again suggested that the Secretary of State would be better protected if the constitution were to be amended to remove the Governor's discretion. As we see it, however, the objections to removing the Governor's discretion which I set out in my letter of 3 March remain unaltered by the latest ministerial decision.
