230) I have just seen a copy of Michael Moriarty's letter to you of 4 May. As he refers

in it to my suggestion that your paper should be circulated to GEN 103, I should put on record, for his information and that of others engaged in this correspondence, the understanding you and I reached by telephone that the final version of the paper would not be officially circulated at this stage, either to GEN 103 or GEN 99. As we agreed, this issue is not now likely to be further pursued by the present Parliament. But the next Government will certainly need to have another look at alternatives to the "Creech-Jones doctrine". Against this need we felt that it would be valuable to have your paper in readiness on the files for use as appropriate when the issue once again becomes an active one. I do not therefore intend to show it to the Lord President and I trust that, if other contributors find it necessary to inform their Ministers of its existence, this will not lead to any call for its official circulation.

I am sending copies of this letter to Moriarty, de Winton, Huebner and Rushford.
