In a manuscript minute attached to Sir I Sinclair's minute on the above subject dated 19 April, you said that you were rather unhappy about the paper prepared by Legal Advisers.

2. I was not consulted in the preparation of the paper although I did know of Sir Clive Rose's suggestion that it should be prepared. You may wish to see a copy of the minute that I sent in your absence to Sir I Sinclair on this subject.
