You have also asked whether the Foreign and Commonwealth Secretary can propose such steps on his own initiative. The answer is that Dr Owen can move on his own initiative under certain conditions but that it is not yet clear whether a movement on his own initiative would completely achieve the desired effect.
In conclusion I would ask you to believe that Dr Owen is a convinced abolitionist and that he is determined to do whatever is possible to prevent a recurrence of the executions in Bermuda.
