CAPITAL PUNISHMENT IN DEPENDENT OVERSEAS TERRITORIES
6 Mar
The PUS has now had an opportunity to read the minutes of the discussion in Cabinet on 23 February. He would like to know how you envisage our now proceeding in the light of the Prime Minister's summing up. He assumes that the Cabinet decision will be reported to those Governors eg
Sir P Ramsbotham for whom it will be relevant and important. He would also like to know how soon you expect any other difficulty with the Creech-Jones Doctrine to come up.

We spoke. I am attaching to this minute further copies of my submissions of 1, 3 and 7 March outlining suggested moves in the light of Ministers' decision in Cabinet on 23 February. I have a further informative submission concerning the situation in the British Virgin Islands with Legal Advisers for clearance and you will, of course, get a copy of this when it issues.
