VISIT TO LONDON OF SIR PETER RAMSBOTHAM

1. WIAD have asked for notes on capital punishment and the prerogative of mercy for Mr Cortazzi and the PUS when Sir P Ramsbotham calls on them next week.

2. I attach drafts of notes which have been agreed with Mr Quantrill.

3. I have ommitted reference to the suggestion by Sir Ian Sinclair that any difference of view between the Bermuda Attorney General and the FCO Legal Advisers regarding the authority of Governors on the prerogative of mercy could be resolved by the English Law Officers. It is hoped that during the course of Sir Peter's visit this matter will be resolved.
