I. In your minute of 27 January you said that Mr Rowlands had

enquired whether there was any way that we can inform Mr Wallace

that he would have our full support if he stands out against hi

local prerogative of mercy committee.

2. I have in fact, been keeping Wallace in close touch

with Mr Wallace on the subject of capital punishment. I wrote

on 24 November saying that the Secretary of State was unable t

intervene in the Bermula executions but that Ministers had

agreed on the desibability of a change in the present policy.

In his reply dated 15 November Mr Wallace indicated that my

advice had been helpful. to him regarding the Gaston case.

3. In my letter of 6 December I set out the Secretary of

State's view regarding Gaston. I also suggested that medical

and psychiatric advice might prove a solution and I mentioned

that **** i should be found possible to accommodate a long-

term prisioner elsewhere than in the British Virgin Islands.

Mr Wallace has since reported that he intends to have Gaston

examined by a panel of Doctors including a psychiatrist
