Anguilla provides for its own Prerogative of Mercy Committee in its Constitution and the Governor is instructed as to his duties in the Anguilla Royal Instructions.

For the purpose of capital punishment, therefore, Anguilla is to be treated the same as other Dependencies and not as an Associated State.

3. I presume that until we take a decision one way or another as regards our current review of capital punishment the most recent guidance, recommendations etc will be those appertaining to the Creech Jones 'doctrine.
