I think the draft memorandum has achieved the right balance, but I wonder whether the Secretary of State will not wish to give his colleagues in GEN 103 some lead as to his own preference for a solution? I have indicated some small suggested amendments in the draft paper, and have asked the Department to prepare a short annex which will spell out the dependent territories mentioned in paragraph 3 and where they each stand in this matter.
