1. Thank you for your minute of 10 January telling me of Sir Ian Sinclair's comment on my draft submission on capital punishment.
2. I am afraid that the passage queried by Sir I Sinclair was a result of careless drafting on my part. What I should have said was that the Creech-Jones doctrine was breached on one occasion in 1973 for Hong Kong and that since then the Governor has adopted a consistent policy of commuting death sentences to life imprisonment.
3.
The appropriate change has been made in the redraft of the submission, a copy of which should reach you today.
