In answer to your enquiry below - I spoke to Mr Bridger today and thanked him for his message at the foot of No.13 below. He is now having second thoughts about issuing a "Handbook" for Financial Secretaries which would contain a section on philately and its importance as a source of revenue. However even if a Handbook is not prepared he still thinks the paper on stamps is important and its contents known to all Financial Secretaries. He is having further thoughts on the subject and will let us know what he decides.
