An urgent problem has arisen on which we should be
grateful for your guidance.

Mr C G Haswell, a Director of The House of Questa (Security Printers) has telephoned to say that two postal officials from Uganda have visited their office to ask if arrangements for a 4-denominational issue could be put in hand at once. The Ugandan proposal is for one design to carry a portrait of General Amin alongside a portrait of Her Majesty with a view of Buckingham Palace in the background. 3 other designs would carry
well-known' personalities along with General Amin, e.g. Edward Heath and the Prime Minister of Australia (a 4th person has not yet been named).

Mr Haswell has told the Ugandans that their proposal cannot be accepted (a) without the permission of HM The Queen and (b) without the permission of any other person concerned in the reproductions. The Ugandans were advised that any 'Coronation' issue should preferably include the Regalia in the designs rather than personalities.

The discussion with the Ugandans continues (I understand they are here until Friday 21 July 1978) since
Mr. Haswell has no reason to refuse consideration of the proposal. He does not wish however to take the matter any further until he has instructions from FCO as to the line he should now takeм.
